Beautifully designed militaria collector's item from a WWII destroyer

Note the destroyer war badge at the top. Beautiful gold-colored decorative elements. Dated March 9, 1942. Unfortunately, the stamp and signature are heavily faded and therefore hardly legible. A tear above and below. Minor creases and stains. Stained and adhesive residues on the back.
