The flotilla was formed in October 1939 as a "submarine training flotilla", which in April of the following year in "1. Submarine Training Flotilla "was renamed. As a base served until that time Danzig. The flotilla was primarily used for the training of future commanders. Between ten and twelve young officers took part in a four-week torpedo shooting course, which was the last training session for them before they took over a submarine. Target ship was mostly the Goya. Later, the flotilla also took over the responsibility for underwater education. In July 1940, the flotilla was renamed the 24th U-flotilla. Target and Beischiff was since May 1940, the Angelburg. Memel was until October 1944, the flotilla base, which was moved only from June to September 1941, the initial phase of the German -Soviet War, to Trondheim and Lofjord in order to pursue there undisturbed by the fighting on the eastern front of the training activity. From October 1944 to February 1945 Gotenhafen was the base of the flotilla. Last base was Eckernförde. The flotilla was dissolved in March 1945.
