The naval departments were responsible for the maritime and infantry basic training of the Kriegsmarine.

The 8th Schiffsstammabteilung was set up in May 1938 based in Leer. It was under the 2nd Admiral of the North Sea and the 2nd Ship Tribe Regiment. In January 1944, parts of the division were transferred to Besancon as the "8th Ship Trunk Division" Alert Unit, and after the fighting in the Vosges, it was incorporated into the 198th Infantry Division on November 3, 1944. The remainder of the division became in October 1944 renamed the 28th Marine Substitute Division.
